Add and fix deployment manifest files #45

The deployment manifest files are broken at the moment e.g. incorrect image https://github.com/weaveworks-experiments/kspan/blob/main/config/manager/manager.yaml#L30, missing SA etc.

I would like to submit a PR to fix this.
