Create "setup-apt" role for weave-net #126

The role disables apt update process on the first boot. The update process creates defunct processes which make the Weave Net integration tests to fail.

The role is applied to "setupweave-net{dev,test}" tasks.

I've tested with the "setup_weave-net_test" role (https://circleci.com/gh/weaveworks/weave/10064)
