Upgrade grpc and kuberesolver to latest #303

This commit upgrades the grpc and kuberesolver dependencies to latest. The kuberesolver update also bumps up the minimum required Go version to 1.18. To reflect this I have updated the Go version in go.mod and CI.

Thanks for this contribution! I'm also in need for this change and glad you've already done it and also made a PR.

Dear Admins, Is there any obstacles accepting this PR? In the product I work with, I would rely on this change, but I need it on this repo as my long dependency chain (including 3pps) points on it.

If no obstacles, please accept this PR. I've reviewed it and I think it is pretty simple, clean and right. :) So I see no risks related to it.
