Use new AWS load balancer controller instead of the old ALB ingress controller.

The AWS chart has the crds in the right place so helm-operator will install it, see https://github.com/aws/eks-charts/tree/master/stable/aws-load-balancer-controller/crds

Huh it was very unhappy when I tried, maybe I misconfigured 🤔

You have to tell helm-operator to use v3 with spec.helmVersion
