Provide a --enabled-generators flag to allow disabling certain generators

e.g. --enabled-generators=List,GitRepository to only enable the List and GitRepository generators
Disabled generators on reconciled GitOpsSets are silently ignored.
By default everything except the Cluster generator is enabled (as it depends on cluster-controllers' GitopsCluster CR).
The only runtime dep becomes flux by default.

Looks good, I'd like to see better error messages if we can tho'?

Yeah good shout, maybe we fail the generation completely actually? Better visibility via ui/gs.Status. Otherwise get into a funny undefined place.
