Watch for AWS config to deploy cloudwatch exporter #217

When the CM or Secret are created or deleted we reconcile by applying the manifest file.

At some point we need to also delete the exporter when either the CM or secret is deleted.

For some reason, the image the service image is tagged Successfully tagged quay.io/weaveworks/launcher-service:lili-aws-watch-cm-secrets-6e56253-wip (note the -wip).

Edit: that was the lock file.
