Ability to run pctl add on a local profile.yaml #337

What feature/behavior/change do you want? pctl add -f profile.yaml

Why do you want this feature? I would like to test/debug adding a ProfileDefinition before committing to a remote repository. This allows me to verify the generated profile-installation and artifacts is what I expected.

Thanks for the issue! Hm, very interesting proposition and not at all unreasonable. :) We'll look at this in our next planning session.
