Acceptance criteria:

[ ] Add "CREATE A PIPELINE" button to the Pipeline table view to match "CREATE A CLUSTER" on the Clusters table view (screenshot 1)
[ ] When the user clicks "CREATE A PIPELINE" they are taken to the Templates view, with a filter applied on templateType: pipeline (screenshot 2)
