Pipeline Template - Visualisation / isolation by cluster

To help users quickly get started with Pipelines we should provide a sample template which lets them associate two HelmReleases in a Pipeline.

Given that promotion requires additional resources to be generated on Leaf clusters, we should limit this to a visualisation only pipeline.

This will show an example of allowing a user to provide the clusters where their application is deployed.

• able to promote

If promoting is within the AC there is an overlap or dependency with https://github.com/weaveworks/pipeline-controller/issues/43

If feels that the AC for this should only cover the viewing outcome
