Notify external system via webhook that it can start promotion for next environment in pipeline

As a application engineer, when a successful deployment of a new version of a Helm release is detected in an environment of my pipeline, I want an external system to be notified via a configurable webhook that the next environment in my pipeline can be promoted to the same version, so that the external system can start the promotion.
