The billing-metrics program has a query to fetch Cortex storage usage: https://github.com/weaveworks/service/blob/2e43d39e35ac3a348bdf8afa3c39e7fb5c6747bd/metrics-usage/main.go#L112
this is chunks-specific, and the query is returning zero now we have moved to blocks.
