Add multi-cluster query scaling RFC #102

Adds an RFC for the next evolution of multi-cluster querying. I suggest checkout out the rendered markdown for the sequence diagrams.

a couple of more thoughts around the RFC

  1. whether a delivery roadmap could help understand how incrementally get to the vision set by the RFC and to deliver intermediate outcomes
  2. whether there is a synergy between this and objective 3 https://www.notion.so/weaveworks/Weave-GitOps-Product-dfdc789ec38f42159c21bb056f0c6180#bead106cc13a4d4bb85f6a96378629d6 cause a query index could be an application of an eventing system

This RFC represents the minimum feature-set that we could deliver, with suggestions for future optimization. I don't believe there are viable intermediate steps to be carved out.
