weave --local launch gives error about weaveutil

$ sudo weave --local launch
cp: cannot stat '/usr/bin/weaveutil': No such file or directory

This was on the 1.9 branch

Doesn't seem to stop it working.

I suspect it was/is trying to copy weaveutil to act as CNI plugin.
