When creating a cluster, allow the user to also add a dataset (the ones available through the API).

Users can't create clusters at the moment. This functionality is currently exclusive to the web console. Also the API for dataset loading is going to change so I will close this for now until we have a decision if there will be WCS functionality in the CLI.
