Feature request: Setting to control date format #110

Expected Behavior

I'd like to display a date format other than the default. It would be nice to have a setting to allow for a few popular options (or maybe even a custom one). This would be displayed wherever a date is shown in the interface (e.g. comments, worklogs, etc.). At a bare minimum, date formats across the app should be consistent.

Actual Behavior

Date (for worklogs) is always DD/MMM/YY h:mm A. Date (for comments) is always DD, MMMM YYYY

Steps to Reproduce the Problem

View a worklog and notice the date. View a comment and notice the date.
