Document 2023 web components short survey, incl results

@mfreed7 the results of the Web Components survey are part of this pull request, in CSV; we try to also add write-up along the raw results (see e.g. what was done for a previous survey - could I enlist your help in doing that write-up?

I should probably review the CSV as well ;) I note that:

• The "Time started" and "Date Submitted" columns have the exact same values. Probably useless and confusing to keep both.
• The value of the "Language" column is always "English", which makes sense since the survey is only in English. It could perhaps be dropped altogether. (This also begs a more generic question of how we may reach developers that read MDN in other languages, but that's a topic for another day...)
• There's only one response with status "Partial" and it contains no answers. That seems to be more noise than anything else. Could it be dropped? This would allow to drop the "Status" column as well.
• Nothing wrong per se but I note that there are only 10 responses received on March 22nd and 23rd, and none after that before March 28th. I wonder whether that means that the first 10 responses are more "tests" than anything else and should be discarded.

thanks - I've confirmed with Ruth the early responses were test responses , and did the other clean up you suggested on the columns.
