Add a proposers guide #681

This documents the kinds of criteria interop participants are likely to use when assessing proposals, in order to guide proposers towards making the best possible proposals.

@jgraham should we delete https://github.com/web-platform-tests/interop/blob/main/README.md#requirements-for-focus-area-proposals as well?

I have updated https://github.com/web-platform-tests/interop/pull/680 with a ToC of the guide inlined. Any changes to the headings should be made there as well, or the ToC should be deleted.
