fix job name field - make string #24

Fixes #22.

Includes instructions on creating and running migrations (migrations/README.me) so we don't have to re-figure it out every time. Will open issues for enhancements described in that README.

Includes a change in migrations/env.py that allows the migration script to catch column data-type changes.
