Results collection delayed by interference from security updates #648

On 2019-02-05, six jobs* failed due to resource contention with an ambient security update process. I manually restarted the jobs in question, and the final results became available on wpt.fyi about 12 hours behind schedule.

* for the stable release of Google Chrome running WPT at revision fe78f2

I've altered the browser installation script to avoid this problem in the future (by waiting for security updates to complete):
