RFC 85: WebTransport over HTTP/3 test server (#85) #85

Hi web-platform-tests,

We would like to introduce a new test server for WebTransport over HTTP/3 so that we can write WPTs for WebTransport. Rendered version.

@foolip It seems @past is OOO. Should I wait for his response, or do you think it's OK to merge this PR and start implementing the server?

@bashi sorry I didn't check that first. I can take a look then, tomorrow. But I almost certainly won't spot anything major, so you could start preparing next steps.

A week has passed since the last updates here, so per our process I declare this RFC accepted and will merge.
