Don't install python and python-pip #41

Even when removing this, /usr/bin/python will by Python 2.7.17, but there's no reason to explcitly install it. pip will now not be installed, and isn't used anyway.

@past this is one of the services that Ecosystem Infra maintains. I've never done any work in it, but came across this today. Can you help review? Step two will be figuring out how this service is deployed, I don't know about that yet.
