Configure Dependabot #43

As it is, nothing is keeping requirements.txt up-to-date.

@past FYI that I'm doing this, and that I think we should default to using Dependabot for updates wherever we can for Ecosystem Infra and WPT repos. I'll go ahead and merge this, since it's hard to know if it's going to work by just reviewing it.
