Document WPT's system requirements #13349

Some of WPT's more exciting tests require technical resources that may exceed the capacity available to some users. Recent examples:

Firm requirements will help users set expectations about the hardware they'll need to be successful. It will also help test authors make test design decisions.

There's some subjectivity here, and there currently doesn't seem to be any one person who can authoritatively declare that (for example), you need 4 gigabytes of free disk space to run WPT. We're actively designing a more structured governance, though, and I'm hopeful this is something that body will be able to address.

If this is priority:roadmap should it have an assignee?

I can't speak to the policy around that label, but difficulty designating an owner is part of the problem. I'm still optimistic that the new project governance (which is currently under review) will be able to help out.
