This involves doing something similar to #36159 but spanning multiple directories. More specifically, we need to:

Rename and update generic-sensor/generic-sensor-feature-policy-test.sub.js
Move feature-policy/reporting/generic-sensor-reporting.https.html and feature-policy/resources/feature-policy-generic-sensor.html to permissions-policy/.
Update headers and rename tests in:
- accelerometer
- ambient-light
- geolocation-sensor
- gyroscope
- magnetometer
- orientation-sensor
- proximity
