Improve Windows documentation #3776

Much of the current README doesn't work on Windows, partly because #!/usr/bin/env python is meaningless on Windows.

We could do with having better documentation as to how to run the scripts on Windows and how to install the dependencies.

I got Edge Insider Preview running today, and the only thing that's really missing is https://github.com/w3c/web-platform-tests/issues/6565.

When EdgeDriver is missing the error message is pretty good, but pointing to it in the documentation and saying to put it on the path would be good.
