Bounty: Add Filecoin to The Web3 Index

Step 1: Create a command line script cmd/filecoin.ts. When invoked this script should fetch Filecoin's revenue data (only paid usage from actual network users) and store the data in the postgres database (Prisma ORM). Data should adhere to this database schema. This work also requires you to seed the index with filecoin's historical revenue data.

Step 2: Create a github action inside .github/workflows/filecoin.yml that invokes the above command line script every hour.

Step 3: Add Filecoin to the Web3 Index registry.
