Add test workflow #4

Part of #3

This PR would...

[x] add a test.yml that runs on each pr against main AND each commit to main directly BUT ONLY if it affects the src or test folders (or any top-level config files)
[x] add a non-failing npm test command to package.json (just an echo)

If you want to be "hip" and "cool" 😎 you can rename the master branch to main since that's what everyone seems to use nowadays 😁 https://github.com/github/renaming
