Sometimes, the user responsible for the last build is not displayed #23

When HTT sees a build in progress, it downloads the build details which
does not yet contain the list of users. Once the build is complete, the
build details don't get updated in HTT because the XML is cached.

We should avoid downloading build details for a build which is not yet
complete.
