Derive DEPS revisions deterministically from Chromium
Build ANGLE and Dawn in non-standalone mode, so the embarrassing //src/tests & //samples placeholders can go away
Avoid unnecessarily depending on angle_util_static
Remove unused shaders
ANGLE backend on Linux and macOS remain broken, as they never worked.
