Add localization support #321

We should support EFIGS (English, French, Italian, German, Spanish), Japanese, Chinese and Russian for the UX.

Language icon in the corner which opens a modal containing a select input with different language options.
There should be a note in the current language which explains that Chat is in alpha and only officially supports English at the moment.

Languages available: English, Russian, Chinese. Languages left to add: French, Italian, German, Spanish, Japanese.
