Fly animation broken at avatars low quality settings #3628

Describe the bug Right now, if we try to fly while having avatar at low quality settings, the avatar keeps running even while flying

To Reproduce Steps to reproduce the behavior:

  1. Go to settings
  2. Go to graphics section
  3. Select low avatar settings in character details
  4. head back and try to fly

Expected behavior The avatar should have a fly behavior and not the walk/run behavior while flying
