[TASK] Enable `parallel` feature on arkworks libraries #162

Crates arkworks-utils, arkworks-gadgets and arkworks-circuits, should have a parallel feature enabled, that turns on underlying feature on all arkworks libraries.

All dependencies that have prefix ark- (arkworks libraries) should have parallel feature available
