Problem type: Something else Description: Scrolling ticker at top very jittery Steps to Reproduce: There is a news ticker on the top of the screen. It is very jittery in Firefox, but smooth in Chrome.

Thanks for the report, I was able to reproduce the issue. AnimationNotSmooth

Note: The issue is not reproducible on Chrome.

I've recorded a performance profile: https://share.firefox.dev/3mXXw6g

Tested with: Browser / Version: Firefox Nightly 103.0a1 (2022-06-16), Firefox Release 101.0.1 Operating System: Windows 10 Pro
