Thank you for reporting this issue, I was able to reproduce it. After hitting download and trying to change the year I get scrolled to the top of the page and I'm unable to scroll back down until I click somewhere on the page. When trying to change the year I get scrolled to the top of the page again.
Tested on: • Browser / Version: Firefox Nightly 124.0a1 (2024-02-08) / Firefox Release 122 / Chrome 121.0.6167.160 • Operating System: Ubuntu 22.04 LTS

Problem type: Site is not usable Description: Buttons or links not working Steps to Reproduce: When you are on the Documents and Downloads page, scroll to "Hate Crime Statistics Annual Reports" box. 2022 should be the default select in the drop-down box. Click Download. The file will download. Then the page will reset itself(for lack of a better word) to the top of the page and you can not scroll below the box called "Crime in the United States Annual Reports". You have to refresh the page, scroll down, change the drop-down box to a different year, and click download to get a year. You have to repeat this for each year if you want to download all years of data.
This does not happen in Chrome Version 121.0.6167.139 (Official Build) (64-bit). It works fine in Chrome.
