I think this is expected behavior.... but I can't get this to play in any browser right now. Let's retest in a day or so.

Video doesn't play if I enable "Block other content tracker". @miketaylr

Doens't work in Focus for me either. But works in Firefox 59 for Android.

I'm gonna close this as invalid, it seems Fox requires tracking for videos to play. Not my preferences, but a valid site decision.
