Here's the intended IE rendering compared to Edge, Firefox, and Chrome.
So I can confirm this issue affects Chrome.
I would recommend filing a bug at crbug.com/new if you think this is important enough.
@miketaylr I think this is also the case for the Barlow website (reported as a Webcompat bug report), so I can confirm this as the default behavior in Chrome, while WebKit doesn't.

I flagged this issue related to Chrome as it seems to extrapolate the web font (probably caused by "bold" font-weight setting).
The Firefox rendering is similar between Fennec (66.0) and Fenix (68.0), with WebRender enabled and disabled.
Keep in mind that this test was made for Internet Explorer.
