Add configuration for postgres db during app creation #37

Will start with configuration for running locally (until I have operate access on heroku to be able to configure the database add-on).

I had problems with circular imports (or at least I think that was the issue) doing this all from __init__.py, so I'm closing this issue and sending a PR for both the config and models.py for #38 .
