Fixes #73 - Adds filter functionality to weekly reports endpoint #74

This uses the functions set up already for needsdiagnosis to validate and slice the json data. We maybe should hold off on merging until the client changes are also ready.

Edit: OK, filters have been added client side as well, so once this is merged I can make sure the function is actually working.
