Provide anonymous reporters information after submission #1093

As discussed in London. For users that are logged in via GitHub, send them to the issues route to let them keep working. But for new users use that opportunity to provide the user with some useful information, either about Webcompat.com or about singing up to GitHub for notifications.

@tsl143 not yet. I'm pretty sure you would see commits attached to the bug when it's going own.

Messaging suggestions are welcome on how to best handled this maybe new feature.

One of the simplest thing I can imagine is adding a text with a link. Something along.

Thanks @karlcow. I think this space is useful to us, as the user has just completed a longer action (completing a report). They are likely to engage in additional asks after. I think there was discussion in the past to use this space as a link to short surveys that we can run for feedback.
