Steal content from webcomponents.org

This is a pretty naive scrape of the "Getting Started" section of webcomponents.org.

• rough content shaping
• skipped links as they and/or the content they are in may be out of date
• skipped the polyfills sections as they "aren't needed anymore" 🤞🏼

Questions/Thoughts:

• we'll likely need a good data based "libraries" function, so it's easy to manage the 61 and growing ways to make a web component
• should content take into account libraries on a continual basis? That is, is it possible to talk about "web components" generally and then have a section (or page in each section) that related that content to libraries?
• this doesn't line up directly to #27 how do we bridge the two?
  • should #27 match this more closely to start?
