fixes Spec links for WebComponents and Template on the frontage #146

WebComponents link is outdated: "Work on this document has been discontinued and it should not be referenced. Numerous online resources about Web Components are available, including the Web Components wiki." , changed it to link to the Web Components wiki.

Template Resource has moved: "The page you are looking for is no longer available at this URL", changed link to a working url.

Hey guys,

I just removed the Web Components link (see previous commit). The reason why I did this is because this section is suppose to list the specs and since the general Web Components explainer spec has been discontinued there's no point to keep this link.
