neapolitan colorscheme #19

I've been planning to create a custom color scheme for velvet. "Neapolitan" was the original idea for the name. it was going to be a toned down, and slightly greener version of solarized. However, it would be cool if we made a red color scheme that kinda matched the "velvet" idea as well. Figure out the color palette and make a basic version that is compatible with the included plugins.

Basic version complete and available on 5ab125da7dd4e2e404a391c52a43cb36d1393bf7. Just need to move out to it's own repository.
