only run dependabot PRs:

on Android
not when specific dependencies have been update, only run the install to check blocking changes

Hi @seanpoulter

I've added you as the GHA master 😅 . I only want to run the PRs for dependabot

on Android and
only install the dependencies and not run the app tests when they are for Appium related dependencies
