chore: Configure Dependabot to update npm packages and GitHub Actions #115

I will hold off merging this as we haven't done much changes to this repository since we released it for helping folks migrate to v7. Updating current dependencies might break the tool. So we should do an update of this project as a whole first before we merge this PR.
