This pull request addresses

Problem:
- hosts were unable to unmute participants in moderated unmute mode, leaving guest joins permanently muted.

by making the following changes

Triage:
- Web client fix adding the mute/unmute action to the participants action list SPARK-516711
- This SDK fix to implement the stream and state updates.
- Vidcast for viewers with correct permissions
