fix(plugin-meetings): unmute allowed #3601

This pull request addresses

Problem:
- Hosts were unable to unmute participants in moderated unmute mode, leaving guest joins permanently muted.
Context is for setting up a meeting with these Mute Attendees options set in the Audion Connection tab under Advanced Setttings

by making the following changes

Triage:
- Web client fix adding the mute/unmute action to the participants action list SPARK-516711
- SDK fix to implement the stream and state updates.
- Vidcast for viewers with correct permissions
