fix(plugin-meetings): update multistreamEnabled #3670

This pull request addresses

Currently, multistreamEnabled has the wrong value for MQE. It should be true for multistream and false for transcoded meetings

by making the following changes

Fix value for MQE multistreamEnabled, add tests
