Cli options should always override other options

Atm, the special case for "set to needs review if file is attached" takes precedence over issue status given via cli.

I think it should be the other way around. The cli interface should provide a predictable behaviour independently from the form state.

Example: The tags provided by cli override all existing tags. (Maybe we should implement some +/- logic, but thats an other issue)

I do totally agree that CLI should always win, given that you want to be able to script stuff (which is basically allowed by --message)
