Resolve #280 - normalize heading levels across the documentation #282

PR to resolve #280 : Normalize heading levels across the documentation.

Many pages had inconsistent usage of heading levels, I attempted to normalize these and ensure there weren't any "jumps" that skip a heading level.

Also converted many headings to sentence-style capitalization, in keeping with our style guide.

@gosteenBASIS - Changes here look good, are you able to resolve the conflicts that are popping up in the listed files? Easiest may be to take the current files as they are on website branch, then apply your changes again, but I'll leave it to you.

@MatthewHawkins I resolved the merge conflict -- not sure why that failed to be done automatically. I just took the website part of the conflict and re-applied the heading adjustments.
