Implement and fix delete and update of artifacts in PDP #553

Updating supports the reuse of the files from the previous version (both for PDP and mongo)

This PR also:

Fixes so the UI refreshes correctly after artifacts updates/deletions.
Reads in the package version and currently displays it as a title pop-up when hovering the main title.
Updates to new version of webgme where tags are listed in project-navigator.
Cleans up some unused iframe embedding clutter from the svelte app.

Note that Sean is currently working on preloading the metadata forms with the previous version and that will be added in a separate PR.
